HLC Requirement for Concurrent Enrollment

In 2015, in response to the Higher Learning Commission’s (HLC) decision to enforce rules related to faculty qualifications for concurrent enrollment instructors, representatives of Lakes Country Service Cooperative (LCSC), Northwest Service Cooperative (NWSC) and Minnesota State University Moorhead (MSU Moorhead) proposed a plan, which was put forth as SF 3062 and HF 3326 during the 89th Minnesota Legislature, to secure a legislative appropriation to help concurrent enrollment teachers in the LCSC and NWSC regions become highly qualified.

Beginning in the summer of 2016, after legislative passage, staff from LCSC and NWSC collaborated with departments at MSU Moorhead to develop high quality online programming for graduate level courses. Working with administration and faculty members at MSU Moorhead, the first asynchronous online courses for 18 Online began in January of 2017.

In November of 2017 the initial legislative appropriations were expanded to the Statewide Partnership for Concurrent Enrollment. These funds were to be used to increase accessibility and expand upon the current offerings of the 18 online program.

A wide variety of products are available with our program, the Cooperative Purchasing Connection. Vendor contracts are established through a formal bid process conducted by Minnesota Service Cooperatives (MSC).

Metro ECSU Membership

Active membership in Metro ECSU is open to each public school district which has chosen to join the cooperative by paying the appropriate membership fees. With membership districts can participate and vote in the governance of the co-op.
